Manmohan Singh also conveyed his heartfelt condolences on behalf of the Indian people, the government and his own behalf.

In a letter to Hamid Karzai, Singh said: "Apart from your personal bereavement, the people of Afghanistan have lost a prominent public figure. In this difficult hour, our thoughts and prayers are with you, your family and the people of Afghanistan."

The Taliban have claimed responsibility for the killing of the Kandahar provincial council chief and it has come as a jolt to NATO's peace efforts in the war-torn country.
