The worst sufferers are patients of the two nearby hospitals - GM Modi and Max Saket. "When ambulances do not use specialised tracks such as BRT, they often get delayed. There is no lane culture in Delhi," said Dr Tamorish Kole, head, emergency services, Max Healthcare. Residents say fining violators is the only solution. "People don't mind spending thousands on clothes in the mall, but don't want to spend R50 on parking," complained Ajay Mahanta, a resident of Sheikh Sarai Phase II.

Traffic police, meanwhile, said they take action against errant drivers. "We make sure no cars are parked on roads but people also have to understand their responsibilities," said a senior traffic police official.
