Lok Sabha witnessed uproar during the Zero Hour over absence of cabinet ministers in the House "when matters of public importance were being raised". Leader of the opposition Sushma Swaraj accused the government of 'casual attitude' towards important issues. HRD and telecom minister Kapil Sibal was the only cabinet minister present in the House then.

Even the treasury benches had very few MPs in attendance. Congress MP Sanjay Nirupam countered the attack saying government was not required to respond to demands during Zero Hour.

"We are raising the issues as the Speaker had insisted the matters be taken up during Zero Hour. But the government is indifferent towards Zero Hour," Swaraj said.

Parliamentary affairs minister Pawan Kumar Bansal walked in and tried to pacify the members, saying the whole cabinet was not required to be present in the House, all the time.
