She had gone to the police station to inquire about her son, who was allegedly kept in illegal detention.
The commission issued a notice to the chief secretary and the state police chief, calling for a report within four weeks.
According to news reports, the woman's son was among six minors who were detained in the police station since May 27 on charges of theft.
When she confronted, the police station chief hurled abuses and asked his subordinate to thrash her, the reports said.
