The decision was taken in cabinet meeting on Thursday chaired by chief minister Virbhadra Singh, who had earlier during his winter sojourn to Kangra had expressed his desire to make Dharamshala as the second capital.

Following the cabinet’s approval, a mini secretariat would come up in Dharamshala to house the offices of ministers and senior officers.

Commenting on the decision, urban development minister Sudhir Sharma, an MLA from Dharamshala, said it was biggest gift of the government to the people of lower areas.
