"The injured, including the bus driver, were admitted to Bhagwati hospital in north Mumbai," Inspector General of Police (Konkan) Satyapal Singh said.
The Thane Municipal Transport (TMT) bus was on its way to Thane from Kashimira when the driver reportedly lost control after the vehicle had climbed a bridge on Chena creek.
The bus then crashed through the parapet wall of the bridge before plunging into the riverbed.
