Rescuers, some with sniffer dogs, continued to search for victims who were believed to be still trapped under the rubble, Viktor Beltsov, spokesman for the emergency situations ministry, said at the scene of the accident.
It was unclear how many people could still be trapped under the collapsed roof. Sources say that "dozens" could still be under the wreckage.
Of the 25 people injured, 19 of them were hospitalized, some with serious injuries, while the others were treated at the scene of the accident.
