The letter, issued by United Naturopathy Organisation- Parmanand Prakritik Chiktsa Council (PPCC), Health and Medical Education Ministry, UP, contains some serious directions regarding recognition of doctors holding naturopathy and Yoga degrees by the CMO office.
What is more perplexing is that the 'National Committee of the PPCC' (as spelled in their letter head) have all the high-profile personalities like, President, ex President, Prime Minister, Union Cabinet Ministers, Vice-Chancellors, leaders of opposition parties like BSP and BJP, State PWD Minister and the UP Chief Minister as its members.
The PPCC letter dated October 23, 2006, states that all the BNYS and DNYS doctors, registered at Parmanand Prakritik Chiktsa Evam Shiksha Council, Jaswantnagar, Etawah, should be officially listed by the CMO at the district headquarters.
The letter claims that the organisation was approved by the Ministry of Medical and Education, UP Government and was considered an important part and administrative department of the State government.
The PPCC also claims that its national committee and guest members includes President APJ Abdul Kalam, Shashi Tharoor, Sushma Swaraj, Prime Minister Manmohan Singh, Rajnath Singh, Mayawati, Kalyan Singh, ex President Venkataraman, Atal Behari Vajpayee, Murli Manohar Joshi and Somnath Chatterji.
The list is endless and incidentally the names of most of the ministers and leaders are wrongly spelt.
The Health Department found the directions issued in the letter very unusual, because they have not reportedly received any gazette notification or GO regarding the PPCC, its recognition by the Ministry of Health and Education and orders to list all the BNYS and DNYS doctors at the CMO office, who are registered at the PPCC.
"Some letters in the PPCC's letter head was printed in a reverse manner, which is not found in other letter heads of the government departments.
This has further raised suspicion over the authenticity of the letter," said a source at the Health Department.
Meanwhile, CMO has marked the letter to the Legal Cell. When contacted, CMO Dr Shantimal Singhavi said, "I have not gone through the letter's content yet.
But some inquiry will be conducted before taking any action on the directions issued in the letter."
