Lawyer Vijaylakshmi Shanmugam, who is an AIADMK member, on Wednesday filed in the Madras high court a petition challenging the proposed formation of the NCTC, and sought the quashing the home ministry notification on this.

The central proposal, she has alleged, weakens federalism.

She said the Union government could not come out with an executive order to interfere with subjects on the state list (of the Constitution). Parliament was considering a bill introduced on December 15, 2011. But it did not mention the NCTC, Shanmugam argued.
