A military plane carrying legislators and other local officials crashed in the north of Kenya on Monday, with 13 feared dead and four injured, a Defence Ministry official said.
"We are told the plane landed on the hills and started burning," Cyrus Gituai, permanent secretary at the ministry, told the agency.
The group was on its way to the northeastern town of Marsabit on Monday to mediate between warring communities in the area, where conflict over pasture and water is common.
Gituai said four people -- including the pilot, a provincial commissioner and a district commissioner -- were being flown to hospital with broken limbs.
"From what people on the ground are saying, there may be no more survivors," he said.
