Two sub-inspectors (ministerial), posted with SSP Lucknow Office had got their transfer order cancelled (mis)using a letterhead of the then principal secretary (Home) Alok Sinha one-and-half years back.

The then inspector general (IG) Lucknow Zone had issued directives to probe the matter and initiate action against the erring cops soon. But, the concerned investigation officer (IO) followed the usual practice of delaying probe and it took over a year to produce the report before the senior cops. Deputy SP, Intelligence CN Sinha, who had been the IO in the case, stated in an FIR that Rampal Singh and Pradosh Tiwari, both serving with the SSP’s office as sub-inspectors (S-Is), ministerial, were placed under transfer along with several others simultaneously in Lucknow zone. The transfer order was issued from the IG office. The FIR further stated that those who were transferred had crossed the period of their tenure designated for a district. Since majority of the transferred policemen did not want to go to the distant places, they were applying all their efforts to stay back. Sinha stated in the FIR that finding no other option to get their transfer order cancelled, the two policemen ‘arranged’ two separate letterheads of the then principal secretary (home) Alok Sinha.

The letters containing order about staying the two policemen at their previous postings and cancelling the earlier transfer orders were dispatched to the IG office.

The then IG (zone) contacted the top Home Department official seeking the details if any such order was issued from the office. The principal secretary office inquired about the letters and found that no such directives were ever made regarding the transfer of the two policemen. The IG, asking the concerned SSP to place the erring cops under suspension, immediately ordered a probe. The probe also indicated about involvement of some lower rung staff of the Home Department who helped the accused in providing letterheads and dispatching it to the IG office.
