The new budget will not be released from New Delhi but from Patna, the new official residence of the minister and former Bihar chief minister Rabri Devi.

Lalu is believed to be readying the budget in a more leisurely manner this year as his party, the Rashtriya Janata Dal, is no longer in power in the state.

Although he is keeping everyone guessing about the proposals in the Railway Budget, he has hinted that this year's budget would be a miracle. "There will be something new for everyone, just wait for the budget," Lalu said.

When asked what possible sops he would provide to keep all sections happy, Lalu quipped in chaste Hindi, "Ummeed se jyada hoga"(Much more than anticipated).

Sources close to the minister said that new schemes and new trains would be announced for five states where assembly polls would be held this year.
