"Had the Uttar Pradesh government wanted, the drama which we saw in Pilibhit yesterday could have been avoided. But the district administration on the direction of the state government presented him (Varun) with a stage for his antics," Congress general secretary Digvijay Singh told reporters here.

He alleged that the ruling BSP in UP had developed a "tacit understanding" withe BJP to harm "secular parties like Congress" in the general elections.

"The BSP and BJP are together trying to project Varun as a hero so that they can garner votes in the Lok Sabah elections," the party in-charge of UP said.

Singh said, "it was sad to see that Varun had been made a pawn by the BJP, RSS and VHP and his inflammatory speeches were being written by people like VHP leader Parveen Togadia to divide the voters on religious lines."

Asked about the reaction of Varun's mother Maneka Gandhi on the issue, Singh said, "I should not say it but former Prime Minister Indira Gandhi was very farsighted and she took the right decision a long time ago".

Maneka is the estranged daughter-in-law of Indira.

Amid high drama, Varun, who is BJP candidate from Pilibhit, had yesterday surrendered in connection with the hate speeches made by him early this month while his supporters clashed with police.
