The conference also called upon the delegates to launch a campaign to get Allahabad district included under the National Rural Employment Guarantee Programme (NREGP).

Inaugurating the conference, Dr Krishna Avatar Pandey, former director, Basic Education, UP , said that Mulayam government was being ruled by the mafia and criminals.

In the name of development, only Ambanis, Sahara group and criminals and mafia owing allegiance to Samajwadi Party were flourishing.

He said the Mulayam government never exerted any pressure on the Central government for giving ST status to Kols. Instead , they were included in the SC list.

Dr Pandey said that the BSP had nothing to do with Dalit interest anymore. It had metamorphosed itself into a party of landlords and feudal elements who had usurped lands of Dalits, forcing them to do undignified labour at less than minimum wages. Such elements were now leading BSP and its parliamentary wing. A strong peasant movement based on rock solid unity of agrarian labourers and agrarian poor led by the Communists was the only hope for democracy and social justice in UP and CPI-ML was trying to do precisely this, he added.

Former MLA Bagwant Prasad said that the ruling classes were trying to expand their social base by propping corrupt elements in villages and by plundering all development projects at the panchayat level. Mobilising people’s opinion against such elements shall unleash new type of class struggle in the villages, he said. Sudhakar Yadav, member, State standing committee, CPI-ML , gave a call to wage a struggle to include Allahabad district under NREGP, incorporation of new minimum wage rate announced by the Central government, employment guarantee for the whole year instead of just 100 days and to every rural unemployed rather than one member per family.

He also appealed to the youth to launch a movement for an employment guarantee Act for the urban youth. Yadav also announced that the Rozgar Yatra of CPI-ML, to be launched in Chandauli, Mirzapur and Sonebhadra, shall be extended to Allahabad.

Radheshyam Maurya, district secretary of CPI-ML, said that the mafia associated with the ruling party were robbing the fishing community of their right to livelihood through mechanised pillage of sand. He emphasised the need to politicise this struggle.
