Choephal is the speaker of the self-declared Tibetan government-in-exile.
The meeting comes after the Dalai Lama told Tibetans on Saturday that he has given up trying to persuade Beijing to allow Tibet greater autonomy under Chinese rule, and he was now asking Tibetans to decide how to take the dialogue forward.
