The terrorist's co-conspirator in the incident is believed to be holed up at the encounter site, Inspector General of Police K Rajendra Kumar said.
"So far, one Lashkar commander, Abdullah Bhai alias Abu Huzeifa, has been killed in an operation in Khour area while another, Abu Zar, is holed up," Kumar said.
The IGP said the two terrorists had masterminded the Delhi blasts and were top commanders of Lashkar operating in north Kashmir.
