DSPs cry foul over promotion denial

FOUR DSP rank officials, who were due for promotion to Additional SP but did not find their names in the recent list, believe that they were not considered in the Departmental Promotion Committee (DPC) because of goof-up by the police headquarters. And, at least one of them believed that his name was not considered because the PHQ misplaced his Annual Confidential Report (ACR).
At least two of them have met the Home Secretary regarding the matter and have also threatened to move court if their case is not considered.
In the recent list of promotions from DSPs to Additional SPs that were announced a few days back, four names – those of Daluram Teniwar, who is a CSP posted at Sagar; Manoj Shrivastava, posted as DSP headquarters in Indore; R S Meena, posted as DSP, Police Training School (PTS), Indore and S S Rathore, another DSP also posted in Indore – were missing. Apparently, their names had not been sent for the DPC meeting held on October 27, 2005. Why, no one is very sure.
Talking to Hindustan Times, one of them said on condition of anonymity that his case was not considered because his ACR for 2004 had been misplaced by the police headquarters, and by the time he could get his superiors to rewrite his ACR all over again it was too late.
For a DSP, the ACRs are first written by the concerned SP and thence they go to the District Collector, the DIG, then the IG and then finally to the Divisional Commissioner from where it goes to the PHQ.
Another DSP, whose name was not considered and is due to retire shortly, said that his name was not considered due to ‘politics’ on part of officials at the PHQ. He has threatened to move court in this regard.
Yet another DSP said that he was not aware whether his ACR was missing or not, but was shocked to see his name missing from the list of those promoted, and said that it was very difficult for a junior officer like him to find out from his seniors why he was not promoted.
Talking to Hindustan Times, IG(Administration) M R Krishan denied that anyone’s ACR had gone missing.
