As per the amendment in Section 11 of Chapter Seven of the Act, the Board may derecognise any non-aided college if it allows the filling up of High School and Intermediate examination forms by the students of other institutions.
The Board had, so far, no powers to take legal action against non-aided colleges which allowed outside students to fill up the Board examination forms through their respective institutions. Now, the legal proceedings will be initiated by the UP Board against the erring college's management and principal. Also, a heavy penalty will be imposed on the college. Apart from this the recognition of college will be withdrawn by the Board with immediate effect.
Board officers said that in the absence of such a provision, several non- aided colleges used to have a contract with non-recognised colleges and coaching institutions for filling up of the Board examination forms for a hefty amount. On the ground of doubts, the District Inspector of Schools (DIOS) could merely reduce the number of forms and had no powers to take any legal measure against the erring non-aided colleges. Now with this provision in hand the Board has posted all the DIOS with the amendment and asked them to comply with it strictly in order to maintain the sanctity of Board examination.
Meanwhile, a section of teachers welcomed the amendment but expressed their doubts over its proper implementation because it was very difficult to trace out such colleges which earn huge money by allowing outside students to fill up the examination forms.
