At a speech in Berlin, Mandelson was to address the EU's strategy for completing the Doha trade round, named after Qatar's capital, where it was launched in 2001 to particularly address the concerns of poorer nations.

The speech comes ahead of a new round of talks this week at the World Economic Forum in the Swiss ski resort of Davos, where the EU is expected to face pressure to open its own markets.

In a BBC radio interview earlier Monday, Mandelson said the EU must be granted greater access to foreign markets if an international trade deal is to be reached, saying it was others who should shift their positions.
