The 26-year-old saw a specialist surgeon on Tuesday where a small bone growth in his left ankle was found.

He has been told to rest for two weeks and England have decided not to risk him for the triangular series.

"There is no serious damage which is good. His priority is to get fit for the Tests against West Indies," an ECB spokesman told BBC Sport.

The opening game of the tournament takes place at Flintoff's home ground of Old Trafford on Thursday against New Zealand.

The tournament will climax in the final at Lord's on July 10.

Glamorgan batsman Michael Powell and Surrey all-rounder Rikki Clarke have been called into the squad as cover because Marcus Trescothick is suffering from a twisted ankle.

He was rated only as 50/50 on Wednesday.

Clarke has made 16 one-day appearances for England, but it is Powell's first chance at international level.

If Trescothick is ruled out, he could make his debut in the day-night game against New Zealand.

Powell scored 49 for Wales against England in last Saturday's one-day challenge match at Cardiff.
