Has the Delhi Government conceded that parts of Jammu and Kashmir under Pakistani control are not a part of India?

The Indian map shown in the official website of the state government's Public Works Department (PWD) may give one such a feeling.
The Home Page of the PWD site, part of Delhi government's main site under the head 'Departments', shows India without Pakistan-occupied Kashmir (PoK) and depicts the Line of Control (LoC) as the border.
The website has been developed in 2002 by Path Infotech Ltd which maintains it as well.
"Ever since the website was developed, the Indian map has been shown in this form only," said a source in the Delhi government.
However, nobody in the government was willing to comment on this issue, which is a criminal offence.
"Wrong depiction of the Indian map is an offence under the law," said Joint Commissioner of Delhi Police (Special Cell) Karnal Singh.
The Assembly of Jammu and Kashmir, in fact, has 25 seats reserved for PoK to be filled as and when the territory is returned to India.
Parliament in 1994 passed a resolution asserting that all parts of J&K under Pakistan's occupation should be retrieved.
Prime Minister Manmohan Singh recently said that the government will talk to Pakistan as well as China for return of PoK, Northern Areas (under Pakistani occupation) and Aksai Chin (under China).
Opposition BJP attacked the Delhi government for the lapse. "It is a serious official lapse. The government should take stern action against those involved," state BJP President Harsh Vardhan said.
