Former Kot Bhalwal jail superintendent suspended

Sheikh Abdul Rashid was accused of talking to print and electronic media without asking authorities, reports Deepak Khajuria.

Home department on Monday suspended former Superintendent Kot Bhalwal jail Sheikh Abdul Rashid for misconduct and dereliction of duty.

Rashid, who was earlier attached in the staff officer of Director General of Prisons, was later suspended from his duty as per order Home 456 of 2006 dated November 27, 2006.

According to order the officer in question would remain attached with Director General Prison's office, in the period of suspension. Former Jail Superintendent was accused of talking to the print as well as electronic media without seeking permission from higher authorities.

Talking to media persons proved costly for costly for Rashid, as he was transferred and posted in the office of Director General of Police (Prisons) on November 16 as per order number Home 435 (J) of 2006 and according to the same order, Mirza Saleem Beig also posted as Jail Superintendent replaced Rashid.

"Following an explanation sought by Under Secretary to Government, Pradeep Kumar under Order number Home/86/2000-Jail, dated November 14, 2006 that the Jail Superintendent, Sheikh Abdul Rashid should not have communicated with the media without prior approval of the government, Rashid was directed to explain his position within three days time", well placed sources said.

The authorities have pointed that the Act of the Jail Superintendent tantamount to flagrant violation of Government Employees (Conduct) Rules 1971.

The action has been taken against Rashid because, "Jail Superintendent provided access to the correspondents of various news channels to visit the jail and allowed them to shoot inside the jail premises showing various parts of the jail, high security arrangements inside the jail and daily activities performed by jail inmates."

Later, on November 17, Rashid came in open and accused his senior's involvement in the corrupt practices at high security central jail.

Rashid, who had exposed the use of mobile phones in the high security jail by recovering a SIM card from a murder accused Gurmeet Singh on October 19 was appointed as officiating Jail Superintendent from October 9 to 26 in the absence of then Jail Superintendent Gurdeep Singh, who was later attached to prison headquarters on October 26.
