In a press release in Imphal on Wednesday, the Governor said he was deeply pained and anguished at the cowardly, dastardly and brutal killings of the three officials.
Describing the incident as a heinous crime, Jagat said he had asked the state government to take swift and effective action against the perpetrators so that the rule of law and respect for authority was maintained.
He said SDO Kishan was known to be a man of principles and his death would cause a vacuum not only in the family but also in the state administration and Manipuri society.
Governor also appealed to the people to come together and share the grief of the families of the deceased.
Official sources said the three had been kidnapped by suspected hill based militants on February 13 last from Ukhrul district and their bodies with multiple wounds were found on February 17 at a place in neighbouring Senapati district.
