"This has not only affected the welfare of the people but caused financial loss to HUDA," as per the minutes of a review meeting of Faridabad zone held by financial commissioner and principal secretary, town and country planning, Sudeep Singh Dhillon in April.

The engineers of the authority also came under fire from the state government for giving target dates for completion of projects in total disregard of ground conditions.

"Most of the reasons spelled out for delay of projects are such that they could be anticipated with little care only," said SS Dhillon.
