"The President is arriving in the Kashmir Valley at a time when the situation in the state is grave," a spokesman of the amalgam said.
As Supreme Commander of the armed forces, the President was morally responsible for maintenance of human rights by them in the state, he said.
He said the Hurriyat at an emergency meeting of its advisory committee had decided to call for a "complete strike on July 28 and 29" in the Valley.
He also described the diamond jubilee celebrations of the Jammu and Kashmir High Court as a "political drama".
