“I was late by about three minutes,” said Riyaz Ahmad Choudhary, chief executive officer of Kishtwar Development Authority. “The minister was furious. He made derogatory personal remarks and then slapped me twice.”
Choudhary said when he resisted the third slap, Kitchloo ordered the police to arrest him. “His men started beating me up. I thought I may not come out alive. Officials of my department finally rushed in and rescued me with the help of the police.” Choudhary has filed a complaint with the local police.
The meeting was meant to fine-tune the preparations for chief minister Omar Abdullah’s visit to the city on Thursday. Kitchloo, who is also a local MLA, was not available for comment.
