Jammu and Kashmir government on Tuesday said it was considering handing over the maintenance of roads, power and water supply in the state to Panchayats.

"Responsibility for maintenance of water supply, power and roads should be handed over to Panchayats as in West Bengal and Bihar", Chief Minister Mufti Mohammad Sayeed said in the state assembly.
Intervening during a discussion on appointment of daily wagers, Sayeed said he was against employment of people on daily wage basis. "Let the appointments be need based", he said.
There should be a special uniform for maintenance employees of the government so that people know who are the persons who are responsible for a certain job, he said adding that stern action should be taken against those employees who were neglecting their work.
