Reacting to the notice, Ekka said: "I am an independent legislator."
Two copies of the notice were served to Ekka, one of the five MLAs who supported the NDA in the crucial tussle for power in the 81-member assembly. He was supposed to reply by 4 pm, but refused to accept the notice.
The Bharatiya Janata Party said the Speaker, who is from the Congress, was playing a partial role.
Chief Minister Shibu Soren faces a trust vote on Friday after the Supreme Court intervened in the issue.
