Land scam: HC summons LDA V-C

The Allahabad High Court, while taking a serious note of the Jankipuram scheme scam of the Lucknow Development Authority relating to allotment of land, directed the vice-chairman of the Lucknow Development Authority (LDA) on Tuesday to be personally present before the court on February 21 along with all relevant records relating to this scam.

The Allahabad High Court, while taking a serious note of the Jankipuram scheme scam of the Lucknow Development Authority relating to allotment of land, directed the vice-chairman of the Lucknow Development Authority (LDA) on Tuesday to be personally present before the court on February 21 along with all relevant records relating to this scam.

Besides, the court also directed that the records relating to petitioner RN Singh, who was posted as joint secretary of LDA at the time when the scam had taken place, also be produced before the court on the next date.

Presently, RN Singh is posted as secretary of Allahabad Development Authority (ADA).

This order was passed by a Division Bench comprising Justice VM Sahai and Justice Barkat Ali Zaidi on a writ petition filed by RN Singh.

Petitioner RN Singh had challenged the order dated January 31 of the State Government by which he was suspended for Jankipur scheme scam of the LDA.

Earlier, on February 8, this court had stayed the suspension of RN Singh.

As per the direction of the court, Chief Standing Counsel Bijendra Singh on Tuesday filed an affidavit before the court annexing the relevant documents relating to petitioner RN Singh.

The petitioner was represented by his counsel Ajay Kumar Mishra, while ADA was represented by advocate OP Singh.

It may be recalled that earlier, on January 25, 2006, vice- chairman of LDA BB Singh had submitted a report before the government citing the Jankipur scheme scam worth crores of rupees. He had also made a request that the matter be investigated by an independent agency.

In pursuance of this report, the State Government on January 31,2006 suspended petitioner RN Singh, the then joint secretary of the LDA.

Hence, Singh filed a writ petition in the High Court.

Though on February 8, the High Court had stayed the suspension of the petitioner, it had asked the State Government to show cause why inquiry as per the need not be ordered with regard to the Jankipur scheme scam of the LDA against seven IAS officers of the state, namely Dinesh Rai, Atul Gupta, Anil Kumar Gupta, PL Loi, KK Upadhyaya, MA Khan and Rajiv Kumar Singh. In compliance with the court’s order, the records were produced before the court on Tuesday.
