Nagar Nigam to encourage people?s participation

As per the Allahabad High Court directives the Nagar Nigam has overall responsibility to maintain these parks which shall employ eligible gardener and other staff if required and make available facilities like manure, seed, sapling etc required to maintain parks.

The Nagar Nigam will have to finalise the policy of citizens' participation by this month which will be placed before the court on July 31, 2006.

One resident of Ashok Nagar colony, retired Colonel MK Srivastava, will also join the process of framing rules and schemes by Nagar Nigam.

However, the court has directed the authorities that advertisement hoardings shall be allowed to be installed in parks, the green islands on road crossings and road side land considering area, size and location.

It said NN will formulate rules, schemes incorporating condition to deposit Rs 1 lakh as security with a direction to open a separate bank account for maintenance of park and participate in annual competition Failure to adherence of terms and conditions will attract cancellation of licenses, forfeiture of security etc.

The court has directed that rules must incorporate condition /restriction that there shall be no fixture above 1.2 metre from road level or anything which is likely to be impede vision of traffic on crossings.

It said the rules or schemes be finalized after seeking views of applicant organisations eg LIC, IOC, banks, industrial and commercial establishments.

Sources said the Allahabad Nagar Nigam has undertaken the task of framing the rules in the light of the High Court
directives.
