He also instructed the officials to prepare fresh manpower requirement of the jail to meet the ongoing shortage of personnel and to send it immediately for consideration of the government to ensure proper security in jail.
Panday was in the city to investigate a complaint made to the National Human Rights Commission (NHRC) regarding harassment by Kanpur jail officials.
He is also probing the recent sting operation by a news channel, in which seven jail officials were accused of taking bribe from the relatives of jail inmates.
In the complaint to NHRC, a boy named Jitendra Trivedi, who was jailed under judicial custody, had alleged that the jail officials cut his genitals and had claimed Rs 5 lakh as compensation.
When asked about the findings in both the cases, Panday replied that he had heard the affected parties but was yet to draw a conclusion.
About the security aspect of Kanpur Jail, Panday said that the guard system inside (in the barracks) and main outer wall had been found unsatisfactory. He, however, added that the jail officials had been directed to follow the ‘conduction method’ of patrolling for outer wall and make handing and taking over by guards at the barracks more effective.
Panday also said that the Kanpur Jail was overcrowded and the barracks situated on second floor did not have proper ventilation.
He said there was need to increase the height of the outer wall and he would take up the issue with the government.
Talking about security equipment at the jail, he said of the five close circuit cameras fitted in the jail, only three were working. Moreover, these cameras presented the view outside the barracks and main gate whereas they should present the view inside the barracks.
He asserted that steps would be taken to upgrade the system soon.
