Gupta said that there is dire need to review of the security arrangements and policies towards Pakistan, which has come to be "an epicenter of breeding terrorism".
He recalled that in 2003, Pakistan was made to publically commit that no soil under control of Pakistan would be allowed to be used for cross-border terrorism, but it was unfortunate that the changed dispensation at New Delhi did not maintain the required pressure on Pakistan to keep up their word.
Gupta also stressed for immediate steps to plug loopholes in the security arrangements and helping the dependents of terror attack victims.
