After Babulal Gaur became the Chief Minister, the CPA had begun developmental works in the City in a hurried manner without giving much thought to the planning. The result was that the leakage in the Kolar pipeline could not be repaired at two points.

At Chuna Bhatti, the CPA had taken up the development work of a square on a junction of road from Shahpura side in keeping with the wishes of the then Chief Minister Babulal Gaur. Though a handsome amount was spent on it, the work could not be completed so far.

At that time, the BMC was promised fund to shift the Kolar pipeline, which now lies buried under the road connecting Chuna Bhatti to Shahpura. Though several meetings were organised at Vallabh Bhawan in this connection, funds were not allocated for the shifting of pipeline. Now, a leakage in the pipeline is turning out to be a problem.

Similarly, a concrete road and a parking lot developed by the CPA buried the pipeline in front of Hotel Surendra Vilas at MP Nagar, may pose problem in future. The pipeline going towards Govindpura area, cannot be repaired without damaging the concrete structures then a leakage occurs. According to the BMC officials, they can start the pipeline shifting work only after receiving the promised funds from the CPA.
