A petition had been filed in the High Court against the decision of the State Government to allow plying of private buses on national highways, after the MP State Road Transport Corporation was disbanded. The court had stayed plying of buses but the government managed to get a stay on this order.

However, a permanent solution was needed in the matter and thus the amendment bill was put forth. Speaking during a discussion on the amendment bill, Transport Minister Himmat Kothari said that it had become important that the amendment be brought in the rules so as to facilitate easy plying of private passenger buses for the benefit of the people of the State.

The minister said that following the passage of the bill as many as 1000 private passenger buses would start plying on the roads of the State. He, however, made clear that the amendment is not regarding the permit rules, which would remain same as earlier.
