In his inaugural address at the third Pravasi Bharatiya Divas (PBD), Singh said, "the initial rescue, relief and rehabilitation work will perforce have to be performed by local authorities and the security services, we will be happy to receive the support and assistance of all in the medium and long term rehabilitation of victims and reconstruction of the affected economies."

Quoting Mahatma Gandhi's words "he gives twice who quickly gives", Singh said "I am sure you share that sense of urgency and will be generous with your support."

The Prime Minister said that the PBD meeting is taking place in the backdrop of the tsunami disaster in which thousands of families in India and neighbourhood have been devastated by the calamity.

Singh said he would visit the Andaman and Nicobar Islands on Friday.

All the cultural and entertainment programmes at the third PBD have been cancelled in view of the tidal tragedy.
