Though the Orissa government was initially reluctant on Singh's visit to Argul as there was no helipad, arrangements were made for one after the Prime Minister's Office insisted that he would visit there as he was interested to do so, a senior home department official said here.
It was the Prime Minister himself who had announced establishment of an institute of scientific research and higher education of international standard here on August 28, 2006.
The Centre has sanctioned Rs 825 crore for the NISER, which would function under the Department of Atomic Energy.
The state government had earlier wanted the PM to lay the foundation stone at the Institute of Physics here at NISER's temporary campus from the security point of view.
"The PMO, however, said that Singh was keen on laying the foundation stone for the campus at the site," the official said after which a helipad was immediately constructed.
Singh would inaugurate the 92nd conference of Indian Economic Association here before visiting Argul. NISER has been functioning from a temporary campus with 40 students under a five-year integrated course.
