The Congress on Monday said Velupillai Prabhakaran is a proclaimed offender and LTTE a terrorist outfit which should be treated on par with other such organisations.

"Prabhakaran is a proclaimed offender and the LTTE is a terrorist outfit and it should be treated on par with such other organisations," Congress spokesperson Anand Sharma told reporters in Bhubaneswar, a day after ally DMK's chief M Karunanidhi said he did not see the LTTE supremo as a terrorist.

Terming the situation in Sri Lanka as a matter of deep concern for both the government and the Congress, Anand, who is Union Minister of State for External Affairs, said, "We have a firm policy on the Sri Lanka issue. The people of Tamil origin should get their constitutional rights."

It was the responsibility of the Sri Lankan government to distinguish between citizens and terrorists, Sharma said, asserting that it would be a mistake to equate Tamil origin citizens with members of the outlawed outfit.
