Removal notice issued to Harsola sarpanch

MHOW SUB Divisional Magistrate SS Rathore has issued a notice under Section 40 (section of the MP Panchayati Raj Act for removal of a sarpanch) to the woman sarpanch of Harsola village panchayat, Jani Bai for irregularities in distribution of wheat issued under Sampurna Gramin Rojgar Yojana.

Rathore confirmed that he has issued the notice and Harsola sarpanch has to give a reply to the notice by February 24 and if it is found unsatisfactory, procedure for her removal will be started.

He further said though there are contradictory statements from the sarpanch, secretary and the members of the political parties, yet the administration has taken into consideration that the action of the sarpanch is faulty in this case. Also the panchayat secretary Ajay Jaiswal has already been suspended and transferred to Depalpur.

Actually, a sum of Rs 3 lakh was sanctioned for the construction of the cement concrete road in Harsola village panchayat area under the Sampurna Gramin Rojgar Yojna in 2005-06. The sanctioned money was in the form of 150 quintals of wheat and Rs 45,000 as cash.

The larger part of wages to labourers involved in road construction was given in the form of wheat and the smaller part of the wages as cash.

Jani Bai, in the month of December 2005 alleged that the vice president of Mhow janpad panchayat Dinesh Gurjar is involved in the irregularities in wheat distribution and had mismanaged the consignment of 150 quintals of wheat. The Mhow SDM and Mhow janpad panchayat CEO Deepak Rai were asked to investigate the case. Rai went to Harsola and recorded the statements of 10 members of the village.

It was found in the investigation that the custodian of the consignment of wheat and money was the sarpanch. On this basis, the district panchayat CEO Ashutosh Awasthi directed the Mhow SDM to take action against the sarpanch under Section 40 of the Panchayati Raj Act.

Residents of the Harsola village panchayat complained that the panchayat secretary was suspended and transferred to some other place with none being appointed as panchayat secretary nor was anybody else given the charge resulting in pendency and difficulties for the villagers.
