The rocket was planted near the Shakar Parian garden in Islamabad by "unknown terrorists," a senior intelligence official said on condition of anonymity, because he was not authorised to speak to the media.
A second intelligence official confirmed the discovery but gave no further details.
Pakistan's private Geo television said police found two Russian-made rockets, and munitions experts were attempting to defuse them.
Witnesses said police were blocking the main road leading to the Shakar Parian garden.
