In his petition, Bagwan Gaikwad said he had approached then Commissioner of Police Roy in 2004 after he was dismissed for allegedly abusing a former minister.

The petition alleged it all started when his LIC premiums were not deposited after he was transferred and he complained to higher authorities against an acting senior inspector.

“In October 2004, I went to Roy to complain... he refused to give me a patient hearing and verbally abused me on the basis of cast and creed and dared me to complain against senior police official,” said Gaikwad’s plea. “I was then dismissed.”
