Should the government withdraw AFSPA from J&K?

The Armed Forces Special Powers Act (AFSPA) gives the security forces sweeping powers of arrest and seizure in disturbed areas of the country. But the law is resented by people, particularly in Kashmir. Prime Minister Manmohan Singh is under pressure to withdraw AFSPA or at least dilute it in some areas of Kashmir. Should he or will that give terrorists an advantage?
