State Govt in a dilemma

On the other hand, it also does not want to ignore the directives of the court in connection with the regularisation of teachers in colleges under the UP Higher Secondary Education Board.

On the other hand, it also does not want to ignore the directives of the court in connection with the regularisation of teachers in colleges under the UP Higher Secondary Education Board.

About 2,500 teachers were appointed to teach intermediate and high school classes in 2004. Their appointment was made on a fixed honorarium to meet the demands for teachers in these institutions. All those who had the requisite qualifications were appointed through a selection committee throughout the state. Since these teachers possessed all the requisite qualifications and their appointment was made by the lawfully constituted selection board, they expected regularisation of their services in due course of time.

However, the apathetic attitude of the government towards their regularisation led the teachers to move the High court. The court directed the State government that the services of all the teachers on honorarium should not be discontinued, they should be paid salary for the whole session and finally they should be regularised soon.

The State government implemented the two directives but failed to honour the directive relating to regularisation of services. Now the aggrieved teachers have filed a case of contempt of court against the State government.

Consequently, the government is in a fix. It feels that once the Higher Secondary college teachers are regularised, the teachers working in degree colleges on a fixed honorarium will also claim regularization of their services.

According to informed sources, there were about 600 degree college teachers in the State who had the requisite qualifications and their appointment was also made through a lawful constituted selection Board. They were also getting their salary from the government. But they were denied regularisation of their services till date.
