Thus, causing loss of precious teaching time in the schools, which ultimately affect the ‘Sarva Siksha Abhiyan,’ launched to eradicate illiteracy in the country.
According to the present system of postings, primary teachers in each district have been divided in two parts— one falling under municipal limit and other in rural areas. Therefore, the teachers posted in city schools could not be posted in the schools outside the municipal limit and in the same way those working in the rural areas could not be transferred to schools in the city limit.
In case of promotion, the teachers working in the city area could not be given higher promotion against the vacancies in the rural areas. Another major problem is the house rent allowance (HRA) of the teachers serving in the rural areas.
They get almost half of the amount than their counterparts in the city area.
Talking to Hindustan Times, Additional Director (Basic) Rekha Srivastva expressed surprise over the existing HRA system and called it, ‘double benefit scheme’ for teachers posted in the blocks close to the city area.
Replying to a query, she said that the issue had been raised on several occasions with the State education authorities (Basic), but no fruitful result had come out yet.
Like HRA, the promotion policy affects teachers working in the city limit.
Since, the number of schools in the city area is less than that of rural
area, therefore, it also limits the number of vacancies for promotion in the city area.
Teachers in both rural and urban areas are frustrated over the disparities in the promotion, posting and HRA policy and they expressed their anger through agitations and dharnas.
