Kumar is apparently hiding in Dehradun to avert arrest by UP police for his alleged role in recent communal violence in the state.
A UP police team from Bijnore reached Kumar's mother's residence to arrest the Bijnore MLA, but was soon forced by Dehradun BJP MLAs Ganesh Joshi and Harbans Kapoor and their supporters to leave.
"Kumar is visiting his old mother. He had also informed Dehradun and Bijnore SSPs about his visit. The inspector only showed us an FIR copy, but it could be fake," said Joshi.
Dehradun SP Jagdish Chandra said he knew about the incident but was not aware of other details.
He, however, added that if the UP police did not carry the required papers they could not arrest anyone from Dehradun.
Sources said while the UP police team camped in Dehradun, they were trying to obtain arrest warrants from Bijnore.
