Five members of a family, including three children ages 3, 6 and 7, and the maid were sleeping when a wall dividing their house from a neighbour's collapsed before dawn, letting floodwaters from an overflowing creek to rush into the home, said Superintendent Armando Radoc of the Cebu city police.
Radoc said the victims were staying in the basement while another family lived upstairs.
Police were investigating whether the victims drowned or electrocuted, he said.
