The state government on Tuesday removed Jaipur Municipal Corporation (JMC) chief executive officer Lal Chand Aswal and sent him on awaiting posting order (APO) after his name figured in a corruption case.
Gyana Ram, joint secretary of the public health and engineering department, has been posted in place of Aswal.
The state government action came after the Anti-Corruption Bureau (ACB) sent a report on the matter. The ACB is scanning more records of the JMC to question Aswal in connection with the corruption case filed against him and executive engineer Purushottam Jaiswani.
Jaiswani, who was arrested on Sunday with `15 lakh and 46 files, is in the police custody till August 14.
Sources said the bureau team has recovered a large number chits signed by the CEO for releasing payment to contractors for work orders. The bureau sleuths questioned the accounts and disbursement department officials in this connection.
A senior officer on the condition of anonymity said the case has to be watertight before questioning the CEO, an IAS officer. The bureau had included Aswal’s name in the FIR on the basis of circumstantial evidence and statement of Jaiswani. Jaiswani was arrested near Aswal’s official residence, and as per the bureau team he told the money was meant for Aswal.
Keeping her tirade against the CEO on, mayor Jyoti Khandelwal demanded a Central Bureau of Investigation inquiry into the matter. The mayor shot off a letter to Prime Minister Narendra Modi on Tuesday detailing various facts about the matter.
Khandelwal said she had even lodged a case of irregularities in the corporation in July this year. “The CEO had appointed a health official on contract basis against rules even though the latter had retired from the service,” she said.
Questioning the government decision to appoint Aswal as municipal CEO, the mayor said, “Aswal sat in office and cleared files even when his name was mentioned in the FIR. There are cases registered in the ACB against Aswal in the past also.”
Meanwhile, Congress leaders burnt the effigy of Aswal outside the JMC office and demanded a CBI inquiry into the matter.
