Gaikwad, the Mumbai Metropolitan Region Develop-ment Authority chief, late on Monday called on the chief minister, who decided to make him the state’s top bureaucrat, replacing JP Dange.

Kumar, who was on deputation to the Union telecom ministry, replaced Swadheen Kshatriya as BMC Commissio-ner. "I will try to make this organisation (the BMC) more transparent and progressive," Kumar said. Kshatriya has been transferred to the revenue department as principal secretary.

Dange, who retires in May, could end up at the soon-to-be-set-up 13th finance commission.
