The voluntary force of the state home guards (HG) is at present facing an acute shortage of officers. According to home guard statistics, only 25 of the 80 vacancies for home guard officers in the city have been filled. Sources said this may be because the daily wage for home guard officers is Rs200.
Director general of police (home guards) Raj Khilani told HT they were also short of officers who could command the home guards while on duty. He added they were trying their best to raise awareness about the force.
The HG was formed in 1962. It comprises of men and women from all walks of life who receive training in various specialised subjects such as weapons training, arms drill, fire fighting, rescue and first-aid, an HG official said. Currently, the HG in the state has trained around 60,000 people.
The HG also assists the police in maintaining law and order during fairs & festivals. The function of the HG is to serve as an auxiliary force to the police and to extend assistance in maintaining internal security.
“Our guards are needed most to provide security to the railways. Last year, when there were issues with protecting women commuters, the railways had decided to employ men and women from the HG for security,” the official adds. HG volunteers are also deployed with the Brihanmumbai Municipal Corporation, at exam halls, at post offices, the officials said.
HG officials said they usually make place their guards local placements. This means that if a person stays at Borivli, the HG would ensure he is given duty in the vicinity. “We also do not make it compulsory on the guard to work for eight hours everyday. We can use his service for just a few hours,” the officer adds.
To become a home guard, one needs to pass their Class 10 exams, while to become an officer the person needs to be a graduate. “If the person has enrolled with the HG for three years and has done good work, there is 5% reservation in the police and state security corporation, among others,” the official said.

Who all can join the home guards (HG)?
Anyone (male or female) between the age group of 18 to 55 years can join the home guards. It is a voluntary force and they receive training as well. What remuneration do HG volunteers get?
Since it is a voluntary force, the guards are paid Rs 200 per day. Apart from that, monetary rewards up to Rs 5,000 are also paid for good service. We have requested the government to increase the amount. Volunteers are also awarded medals such as the President’s medal for meritorious service.
What are the main duties of the home guards?
HG provides guards to railways, Brihanmumbai Municipal Corporation, post offices and even to private companies all over the state. HG volunteers assist the police in the maintenance of law and order in the state.
