The CAG report on economic sector for 2014-15 said that the Mega Highway Projects (MHP) were awarded to Road Infrastructure Development Company of Rajasthan (RIDCOR) on nomination basis without inviting competitive bids from other potential contenders. The government of Rajasthan set up a joint venture with Infrastructure Leasing and Financial Services Limited called RIDCOR on a 50:50 shareholding arrangement.

The road projects were entrusted to RIDCOR in a phased manner without any competition through the empowered committee whose chairperson is chief secretary of Rajasthan, also the chairperson of the Board of Directors of RIDCOR.
