Yadav was filmed by television channels on Monday, while he was mercilessly beating a rope-bound youth with lathis and shoes in public view at Mansurpur village.

It was alleged that the youth's family had failed to repay borrowed money, police said.

Chief Minister Nitish Kumar had on Monday ordered his arrest in the wake of the incident. Yadav was the party general secretary in Vaishali district.
